Parking/Access Road Notes: My car was the only one in the lot at both ends of the walk. 
Surface Conditions
Surface Conditions: Ice - Black, Snow - Trace/Minimal Depth, Wet Trail, Ice - Breakable Crust, Mud - Minor/Avoidable, Leaves - Significant/Slippery

Recommended Equipment: Light Traction 
Water Crossing Notes
Water Crossing Notes: Most crossings minimal or frozen. One running stream easily crossed on rocks. 
Trail Maintenance Notes
Trail Maintenance Notes: Trails in fine shape. One tree was down right at a sharp turn on the unmarked woods road, making the route a bit obscure, but it only required a few seconds to find the route. 
Dog-Related Notes
Dog-Related Notes: Saw tracks but no pooches. Trail register said I was the only one out that day.

Comments: None - Visit to tri-state marker

Trailhead is in NY, but most of the trail is in Vermont, so I'm posting it here. The unoffical trail to the tri-state marker leaves the Taconic Crest Trail right at the "Snow Hole 0.8 miles" sign. The trail (an old woods road) is unmarked, but obvious.
